today, that's the final debate before the election. so mitt romney to the, he gave this 20-minute speech on foreign policy. not exactly one of romney's stronger suits thus far. take a look at yet another poll here. the question being better on foreign policy shows him trailing the president by seven points on that one specifically. wolf blitzer, let's talk to you about all of this. joining me live from washington here. and we'll listen in a moment to that speech from mitt romney at vmi. let me ask you this, why a foreign policy speech this late in the election campaign? do you think he sees some sort of opening here? >> yes, i think that the killing of the american ambassador and three other americans in benghazi, libya, the consulate there, and the confusion surrounding the administration's explanation for what happened, the condemnation by some has given him a clear opening. take a look at what is happening throughout north africa and the middle east. he said that today. there is a lot of anti-american attitudes out there. he senses there is a moment now for him to take advantage and a

has just gotten worse. today, for example, romney gave a speech trying to sell himself as incredible commander in chief but his list of missteps is unprecedented. his disstrous british trip. he was labeled "mitt the twit," calling the operation that led to gadhafi's death a mission trip and never mind the cold war is over. maybe we wouldn't -- shouldn't be surprised that his foreign policy agenda is a mess. his team includes over a dozen former advisers to president bush. in fact, bush's defense secretary, donald rumsfeld, called romney's speef, terrific, comprehensive speech. our latest poll shows that america's people don't buy romney as commander in chief. he trails the president on that 47 to 39%. and he trails the president by 6% on foreign policy. for decades, republicans have had the edge over democrats when it comes to national security but thanks to this president's strength and romney's weakness, that trend is over. joining me now is richard wolffe, vice president and executive editor of msnbc.com and an msnbc political analyst and brian, a senior fellow at the american for

know, if you would have lisped that speech, you would assume atmospherically that romney had very strong disagreements with the obama administration, but his problem is that obama has run a foreign policy almost like a moderate republican. it's been internationalist, and not too liberal in temz of the human rights oriented. the syrian issue is the one place romney can find to make a distinction. as you point out, it's a very difficult policy to enact. the syrian insurgency is really an uprising of 100 armed militias all over syria that are not particularly well connected to one another. >> you wouldn't understand the goals of the people you are arming, and there is a danger that some of this would blow back in just a way in the afghan skas where the people we armed turn into terrorists. >> it sounded me like he is saying we should allow the saudis and the qatarese to provide more assistance. not arm them ourselves. sdhoo romney implied that the administration was being deceptive, trying to convince us that the attack on the u.s. consulate in benghazi was a random response to the f

care about that. i found it quite shocking that governor romney in a speech took a set of positions about the middle east that will box him in in a way the candidates don't do that. it was a rather tight commitment that mitt romney made. i was troubled by that. i don't think it matters. you want to create a structure where elected officials are not wholly dependent or not largely dependent on a given donor. you want someone to be in a situation where the donor comes back and that really want a certain policy and a certain candidate can say get out of my office. that money is fundamentally important your campaign and then you have a problem. >> you can say this is complicated. under our system of government, the tie to go to congress. the of the one selected by the people and came up with what they thought was a law that would prevent corruption. five justices said no, we have a better way to do that. hen you car in the area of something that is as murky as this, the members of the legislature or the members of the court will have a better sense of what the dangers are of corruption

court by a 5-4 decision said money is free speech. isn't that interesting? that money is free speech. so we have seen these floodgates' unleashed. intelligently, the obama campaign spent hundreds of millions up -- hundreds of millions of dollars while the republican campaigns went on, the vilifying mitt romney. i can show you the chart of the unfavorable crack as the attack ads went on. i think that may have -- unfavorables as the attacks went on. i think that contributed to the polarization. hundreds of millions of dollars spent -- $4 billion, -- $9 billion, 70% of it is on negative advertising on both sides. then obviously it will have an effect on the electorate. all i can say is that there was polarization and it did not work. -- i will not go revise history, but i believe there will be major scandals, major scandals, the history of this country has been corruption, reform, corruption, reform. there are too many billions of dollars washing around our political campaigns. then i hope we will reform after that.
